do I need an addon to add a percent surcharge to each ticket? ifr so, which one

No, it is part of the Core. You just need to add it to your ticket pricing. You can also create default ticket so when you create ticket from this day onward, surcharge will be added.

This is on Legacy editor, but also applicable with the Advance Editor.
