How can I set up events so that each event host can collect fees to their own paypal account?

Hi Bob,
With Event Espresso 3 you do follow the documentation under the Per-Event Settings section.
With Event Espresso 4 you can use the payment methods pro add-on available to download here:

I can see many per event settings, however I do not see one specifically for payment options

There is only one, for PayPal: paypal_email.

Is paypal_email in the payment settings screen or the event overview? I cannot find it.

Hi Bob, you are using Event Espresso 3 so here are the steps.
First, go to the event overview screen in your WP dashboard. Then click on one of the events and you’ll be taken to the event editor.
Then scroll down and look for the Event Meta area.
In the key area, enter paypal_email. Then enter the email that should be used for the value. Then save changes to the event.
