I notice in the feature list that the following five items are shown as being included in EE3 but not EE4:
1. Promotional Codes
2. Mobile Ticketing Apps
3. Waiting Lists
4. Attendee Profiles
5. Staff Manager
I do see there is an EE4 addon for Promotions and Discounts but not for the other items, have these been discontinued?

Promotion codes are available as an add-on to the core plugin: https://eventespresso.com/wiki/ee4-promotions-add-on/
Mobile apps for check-in are not available. However, there are barcode scanner apps that can be used to scan barcodes through the WP dashboard for check-in.
For waitlists, you could use a free contact form like Ninja forms to collect emails from interested parties:

Attendee profiles are part of the core plugin: https://eventespresso.com/features/contacts/
The staff manager was replaced with the People add-on:
