"You can make a payment here" –> sold out message–>no payment option

Hello.
I have an event where the registration deadline has passed and I need to manually enter these last minute registrations. I fill in all the information and send the registration notification.
This places the registrant in “Pending Payment” status. When the registrant clicks on the link, “You can make a payment here,” in the email, their EE status auto changes to Waitlist, changes their TKT Price to “attendee free” and marks the price as $0 on the backend.
The registrant is routed to a webpage which says
“Sold Out
Fort Morgan CLiC & Connect: In-Person Rural Meetup
We’re Sorry
It appears that the event you were about to make a payment for has sold out since you first registered. If you have already made a partial payment towards this event, please contact the event administrator for a refund.

Please note that availability can change at any time due to cancellations, so please check back again later if registration for this event(s) is important to you.”

1. Why does EE auto change their status from pending payment to waitlist?
2. Why does EE auto change their ticket to free and paid?
3. Why can’t the registrant make a payment online? It is very inconvenient that they late registrants must pay via mailed check only.

What is the capacity of the event and how many spaces are sold?

Hi Garth,
The capacity is 80 and only 21 spots were sold.
Event sales ran from 2-13-2023 until 5-5-2023. The event is tomorrow 5/12/2023.

Reactivate at least one ticket so it’s available and try again.

You can set the event to published privately so people cannot register.

Hi Garth,
Yes, I have reactivated a ticket option, registered the attendee myself, and then turned off the ticket sales. This places the attendee in “Pending Payment” status. When the attendee clicks on the link, “You can make a payment here,” in the email, their EE status auto changes to Waitlist, changes their TKT Price to “attendee free” and marks the price as $0 on the backend. The attendee is then unable to pay for the ticket online with a credit card.

How do I stop EE from auto moving these late registrations to a wait list? How do I enable these late registrations to pay via Credit Card?

The event you linked to does NOT have an open ticket. A ticket has to be available to be registered otherwise the waitlist functionality kicks in.
