Where exactly does the cacert.pem file need to be?

Hi All–
Back again: using WordPress 3.9 on windows hosting. System running beautifully except I get the dreaded red circle on paypal transactions, even when they complete. I’ve got a cacert.pem file loaded in the main directory but it isn’t getting read. Where should I place that file (subdirectory, etc) for a permanent fix?

Hello,

I ran some searches and found this post which is referenced by an engineer at Twitter:

From my understanding, you can place it in a folder within your server root but you need to then specify that location in the php.ini file.
