Users able to create events

Is there a feature or plugin that would allow people to create events. I am looking to use this software as a way to manage and promote charity events. I would like the ability for the charity to setup their own events with admin approval process.

Does this exist?

You can use Event Espresso 4 and a WordPress Role/Capability manager to restrict access like https://wordpress.org/plugins/members/, however only one payment account is supported per site.
