Screen submissions for multiple registrations?

Hello,

I want to purchase this program, but want to make sure it will have the features I need.

We need to register people for an entry in a raffle. We want to limit people to no more than 4 registrations. Does this product have a way to give people an error screen if they have entered x number of times?

We do not need to collect any payment, as it is free.
