Registration approved emails not being sent

Registration Approved emails for events are not being sent the customised email but instead are generating an email with 00 in subject line and no further details.

Can you check the event page what was set there?

Go to your EE dashboard -> Events -> Then on the notification be sure that the customized is the one set.
