Can you contact your host and ask them to upgrade their server to meet the specifications in this guide:

Hi there,

In a nut shell, you need to contact your host and have them update the server.

PayPal no longer support SSL3 in favour of TLS1.2 – https://devblog.paypal.com/upcoming-security-changes-notice/

I would recommend sending the above error and the link to the documentation and request the update the server to use TLS1.2 to fix this.

Also are you currently using PayPal Sandbox for test payments? Or is this a live account?

Please let me know how to update the server since the server is inhouse.

We can’t provide instructions on updating your server as non of us are sys admins and have even less experience with Windows based servers so you’ll need to contact a sys admin to help with the above.
