Hi i would like to add the event start and end time to the event meta on events_list_display.php on EE3

can you help with the code to do this ?

Try this example:

https://eventespresso.com/topic/event-list-start-date-start-time-end-date-end-time/

Be sure that you are coping over the event_list_display.php AND event_list.php files to this location:

wp-content/espresso/uploads/templates
