EE4 Can't add messages

I have EE4 upgraded on two websites. Neither one is displaying an “add” button for messages. I’ve tried turning off the messages and turning them back on as recommended in previous posts, no change.

Where should the add button be displaying?

You can’t attach images to support posts but you can upload to a WP Media or an image sharing service and link to it here.
