I believe it used to be default that the Description would come before the Ticketing, then somewhere in an upgrade this got reversed. I have all my events set up so that they make more sense to see the description first.
I note that this issue has been addressed before (https://eventespresso.com/topic/change-event-layout-event-description-before-ticket-options/) but the solution posed here goes to a dead link, so I can’t see what was suggested previously.
I would like to find a solution (if possible) that changes the default so that I don’t have to go and manually adjust all the separate events with shortcodes.

You can use the function available here:

Which will display the Content -> Datetimes -> Ticket Selector.
If you add the code there to your themes functions.php file and refresh the Event page is the order now how you are expecting?
