We are attempting a 30k import of users. Currently in our dev site.
I have sent an email with details from Bluehost espressing their efforts.
Here is their feedback:

We have tried updating your settings like memory_limit, max_execution_time and max_input_time in your php.ini to allow for this to upload. This doesn’t seem to have helped the issue you are encountering when uploading the CSV.
For further assistance with importing a CSV with this plugin, we recommend reaching out Event espresso support or the Event espresso forum. We will leave links to both of these below. If they provide any recommendations we may be able to help you with, please let us know.

You were using Event Espresso to import users or registrations? If the former, this isn’t even something that can be done with Event Espresso, so please contact the plugin developer of the user importer for support.
If the latter (or even former), it sounds like you’ll need to break up your CSV file into smaller files, then run smaller amounts of data in each go.
