Is the content of that second email exactly the same?
We’ve had times in the past when users have altered the ‘wrong’ message template context and set them to send to the admin etc. For example the Registration Approved message type (the one in the screenshot) has 3 contexts, Event Admin, Primary Registrant, Registrant. Each of those can be edited independently of each other and setting the TO field determines where those contexts will actually be sent.
Or, are you registering onto an event using the same email address as your have set in the admin?
Meaning both the registrant and the admin are the same address (in which case you would get 2 emails)
