roles and permissions espresso master admin role not showing up in sub-domains

hi,
I have installed the roles and permissions basic add on to my ee 3.
I can setup a new user with espresso master admin role ok in the main domain, but I also need to add new users with that role in the sub domains that I have. but this role is not showing up when i go to the subs and try to add a new user. why?

I have WP multi site with 1 domain and 4 sub domains. I have the latest WP along with the latest EE and plugins have all been updated.
