Registration notice sent every 10 minutes and not going through

That EE4 glitch is happening again, where the form for to get off of the wait list and to register a second camper for Healdsburg camp, 7/18, keeps resending every 10 minutes. If you go into EE4 and see, in the 7/18 Healdsburg summer camp session, under payment pending for Graves, that it just keeps trying to send the registration promotion every 10 minutes and it’s not going through, despite no changes having been made to any events that previously were working fine. This has been happening for at least 2 weeks. The following message is received:

Message failed to generate for the following reasons:
Incoming data for the Gateways data handler must have an EE_Transaction object as the value for the first array index.

emailaddress@aol.com | Email | Registration Promoted From Wait List Notification | Registrant | May 11, 2022 2:50 pm

This has resulted in 85 pages of notifications being sent every 10 minutes, for just this one event, and this is happening for every event.

Your help is appreciated.

Thanks for contacting our support.
In order to assist you better, I would like ask you a few things to make sure I got what is happening:
1. When you said “get off from the wait list”, do you mean remove that user from the wait list or move it to an event attendee?
2. What form are you using to get off the user from the WaitList?
3. When the user is removed from the Wait list, this user is still receiving the registration email?

Move from the wait list to be an event attendee
2. What form are you using to get off the user from the WaitList?
The user status is changed from Wait List to Approved in EE – Registrations

3. When the user is removed from the Wait list, this user is still receiving the registration email?
When the user is promoted from the wait list, EE Messages attempts repeatedly to send the registrant notification regarding the status change.
