i think i can work with other issues i have with your add ons and features on these i will need your expertise as to can can it be achieved with your present system

Thank you for contacting us! We appreciate your interest in Event Espresso. Please see my answers below.
1. search of events by state and city options
With EE3, and the Vector Maps Custom Template, you can show events on a map and allow users to see what state or country the events are located.
2. Ability to search by group name or venue.
You can use shortcodes to list the events by category or venues. You can also create categories for the locations and venues, and use the Category Accordion Template to list them.
3. Attendees will be able to choose favorite group or venue. For a small fee the attendees can receive text updates from their favorites every time they update their account.
This functionality is not available. You can contact one of our Pro-Developers to see if they can develop something for you.
4. group and venues pay a fee for adding events or venues
This will need to be accomplished outside of Event Espresso. Then the events or venues can be added by your website admin.
