1. I need the registration page to have the PayPal option in place by default (so the radio button needs to be selected without the user using it).
For that you can set PayPal to open by default.
Go to Event Espresso -> Payment methods
Select the PayPal payment method you are using and set ‘Open by default’ to Yes.

That’s out of EE’s control but the checkout as guest option is not available in all locations, PayPal themselves remove the option when the user is directed to their site.
