Trying to solve an issue with EE4 events related to PayPal guest checkout. Trying to determine if issue is EE4 or PP.
Use case scenario:

If NEW user (never purchased EE ticket) clicks to “Proceed to Payment Processing” and is forwarded to PayPal, they are NOT offered the option to checkout as a guest.

If returning user (has previously purchased EE ticket) clicks to “Proceed to Payment Processing” and is forwarded to PayPal, they ARE offered the option to checkout as a guest.

Is this something in EE4 settings that can be changed to allow NEW users to be able to checkout as guest. Is this EE4 or is it PP?
