Participant taking up slow with incomplete payment

We are having an issue in EE3 where a user will somehow register for a class and take up a slot but the payment shows incomplete in the backend for whatever reason. Is there a way for a person not to be registered for an event and take up a slot unless the payment is successful?

In EE3 you set the Default Payment Status for Event (or all events) to be Incomplete. If it’s set to Pending, their unpaid registration takes a spot.
