I installed already 3.1.25P but it does not let me to activate it, I guess because the older version 3.1.15P is still active.
What would be the best way to upgrade to 3.1.35P
Can I simple deactivate and delete the older version and then activate the new version?

This is correct, the older version has to be de-activated before activating the new version. Since .15 is an older version we recommend looking over the information in the yellow and pink boxes on this page when you get ready to update:
