Have you set your country witin Event Espresso -> General Settings -> Your Organization?
If you mean Event Espresso -> General Settings and then on the Countries tab, what is not saving?
That section allows you to select a country and edit the specific settings for that country, if you are selecting a country, not changing any settings and then hitting save it will not ‘save’ the country you selected in the dropdown.

Only countries (and states/counties) that have been set to show on the dropdown lists are listed in those sections.

Selecting UK in the dropdown doesn’t actually ‘set’ EE to use the UK, your selecting the UK and then the settings fields will populate for that specific county. That page allows you to edit the settings for that country, so seleting a country and then hitting save, does not ‘save’ the country on the dropdown because theres nothing to save, its to allow you to select the country and change the settings for said country.
