If you go to Event Espresso -> Registrations you’ll see a list of your registrations.
Click on one that has had a payment refused and then click the ‘View Transaction’ button (or click on the TXN Date in the registration list to go straight to it)
When you view the transaction you’ll see any payments you’ve made, look in the ‘Gateway Response’ field for a failed payment, what does it show?

Do you have a ‘website payments pro’ enabled on your with Paypal? (there is a monthly fee for that account type) Just having a business account does not allow you to use PayPal Pro on its own.
If not I’d recommend switching to the PayPal Express payment method:
