Is EE4 compatible with WordPress 3.9.1?
Also, where are the minimum requirements for EE4 listed? Do you have a link?

We are updating it now, thanks for pointing that out.
We always recommend the current version of WP, for security reasons. We do our best to always be testing against the next version of WP, so that we can have problems ironed out before the official WP version drop. We do recommend at least php version 5.3 for EE4.
