The screenshot is actually showing that the messages are not even generating the message. Does your site have wp_cron() disabled? (some hosts and developers do this in an attempt to speed up the site).
What may help in this case is to go to Event Espresso > Messages > Message Settings and set the the option for emails to be sent on the same request.
