Great! I love Mandrill. Can you check Mandrill in the Outbound notifications for any indication why there are duplicates? Look on the lefthand side for “Outbound”.

Is the problem that both the primary attendee plus the attendees are getting notifications? The problem is the attendee and the primary attendee are one in the same.
If you have both the Primary Registrant and Registrant context’s active on the ‘Registration Approved’ message type then yes they will receive both emails.
The Primary Registrant is still considered a Registrant, but if you wish to include additional data for the Primary Registrant you can send them an additional message that includes that. With both active they receive the standard registrant email PLUS their additional email.
Can you disabled the Primary Registrant context (remove the value from the ‘TO’ field within that context, like this – http://take.ms/egyo4) and retest this please.
In the message list, your Registration Approved message type will look like this – http://take.ms/C8DSa
