There is a global template that is used for all events and then an option to use a custom template for a specific event.
Turning it off would do that for all events and you likely do not want that.
The other option is to create a custom email template for the ticket note template and then assign to the event.
You can remove the link to the tickets and instead add some messaging that you feel may be helpful for the attendees/registrants. Here is an example based on your earlier feedback:
This is a reminder that we will be handling the tickets for you. A link to the ticket will not be provided for this specific event.
