The error message your are currently seeing is actually from Mijireh rather than Event Espresso. It is the response to the request to make a payment.
We have reproduced this locally and it looks the cause is the % sign within the Ticket Name. I have issued a ticket for some developer feedback with a note to update this thread with the outcome.
For the time being it would be best not to use the % sign within the ticket names if possible.
