At first I could not get a the barcode scanner to read any tickets, then I changed the shortcode to type128 and now I get the confirmation beep.
This is likely a setting within the barcode scanner. Some scanners need different modes to be enabled, have you checked if more that type128 codes are enabled on your scanner?
You may need to work through your manual to find how to enable those within your scanner.
I just scanned your tickets using the Barcode Keyboard app without a problem but it does have all types enabled.

Second issue – the time on the registration page keeps changing from from what I enter for the event.
This is likely due to either the theme or a plugin using the function date_default_timezone_set() to change the default timezone within WordPress. This is highly discouraged as WordPress (and therefore EE) expect the timezone to be UTC.
The scanner is working now, but it is not checking people in, if we enter the barcode number by hand it works but it wont scan into the software as a checkin
Does the scanner work as an input device for other inputs? For example, if you have some ticket barcodes printed out, and you open a text editor on the PC, when you start scanning code does the text editor get alphanumeric codes input to it?
