When I click apply refund in the registration details will it automatically be applied via Paypal or do I need to manually do it?

Hi Darrin,
Making changes to a transaction in the WordPress dashboard will not apply these changes in your PayPal account.
You would need to login to your PayPal account and also process the refund.

Yes it is.
Event Espresso updates beased on responses sent from the payment gateways, currently we do not push updates back to any of the payment gateways.
