Hi there,

Although ‘Pre Appproval’ is possible with both versions of Event Espresso (EE3 and EE4) currently only EE3 supports the waitlist events shown here:

With EE4 you can setup a ninja form (or similar) to be displayed on a sold out event to capture details of users that wish to be informed if spaces become available but you would then need to contact those users and have them regsiter onto the event.

As EE3 supports waitlists more than EE3 I’ll refer to EE3 below:

For example, if 20 people signed up and admin pre-approval is enabled, yet not 1 person is approved yet by the admin, will the event still collect registrations until the admin approves 20 people?

Yes, registration for the event will remain open until the admin approves enough registrations to close it.

If 30 people sign up, and the admin did not approve anyone yet, are they on the initial registration list as “not approved”, or the additional 10 (above capacity) are pushed to waitlist?

The additional users that have registered onto the event before the admin approved the registration will remain on the standard event as ‘Not Approved’, they are not automatically transferred to a waitlist event.
