In the multiple attendee and group registration page in thefeatures section of your site there is an image of the registration details section of the registration page. Below the details are options to delete or add attendees. However, when I view the registration details on my site these options do not appear. How can we get them to appear?

May I ask are you referring to this page?

If so, the screenshot is of the Event Espresso 3 registration form. In EE4 the ticket selector step replaces Add and Remove attendee buttons, where a ticket quantity is set before the registration form(s) is/are generated.
