I’ve tried the solution you suggested using the permalinks. However, customizing the links and using the index.php in the URL did not work for me.
You could also try setting the WP permalinks settings to default. Or add a redirect for the ee=download_ics_file url so that index.php gets appended to the URL. The tricky thing you will run up against is this is a Microsoft IIs6.0 server, and Event Espresso is only intended to run on Apache or Nginx servers.
Another option would be to disable the Ical feature by adding this code to a functions file:
