I want to be able to send a welcome email to those who register.
I know that you may suggest to just modify the registration email but I want to send a specific one welcoming the person separate from the registration confirmation which may include some additional information for them.
How do you propose to do that?

Hi there,
By ‘register’, do you mean simply registered onto the event or onto the site?
We don’t have a ‘welcome’ email including within Event Espresso so if you don’t want to use the Registration Approved confirmation message for these details you would need custom development to add your own message type triggered along with our which you can then include whatever details you needed.
You’ll need to be competent with PHP and OOP but we have some details on how you can add your own message type within the developer docs here if that’s something you want to try:

If not the only way you can do this within EE without custom code is to include the details in the Registration Approved message template.

Yes, once Registration is approved for an event.
Does EE4 support plain-text email or must I create the email in HTML?
I am not very good with HTML so it would be much easier for me to create just a simple text email when registration is approved.

Do you mean within the default Registration Approved template?
We don’t support plain text emails currently, at least not without modifying various sections of the message system.
You could switch the view to Visual mode and add the text within that unless I’m misunderstanding your question.
