Hi,
I set the volume discount to over 2 =25% off.
However, every read-up I see is about a user adding different events to get the discount.
What if I want someone to bring another person and for the pair to receive the discount? How can I accomplish that?

It works either way. Here is what it says in the Volume discounts documentation under Determining Factors:
Number of Registrations: Works only when you have allowed group registrations. Please make sure that the maximum number allowed for group registrations is the same or higher than the number set for this.

We do allow for group registration. However, the volume discount doesn’t apply.
I have 2 people = 25% off. Discount threashold = 2. Apply to all events. Do i have something wrong?

Perhaps, but I can’t say for sure without looking at an event page. Are you adding the event to the cart? Please note that the Volume discount feature only works within the Multi Event Registration cart.
