Upgrading to EE4, need most recent version of EE3

Hi, I’m trying to upgrade our site to EE4 (we have purchased a license) from EE3.

The EE3 version we have is 3.1.28.1.P, but the migration tutorial states we need to have EE3 v3.1.36 to migrate properly.

I don’t see anywhere to update EE3 to v3.1.36 prior to upgrading to EE4. Am I missing something?
