I recently purchased a license for EE4 Personal. I entered that license into the settings of the plugin I had already installed on the site (which was the FREE version). In order to have the EE4 Personal version, do I have to update the existing FREE plugin?
If so, do you have update instructions whereby I can follow and not lose any data I already have with the new plugin?
When you ask about updating, do you mean going from an older version to a newer version? If so, you will not lose any data because the data is stored in your WordPress site’s database.

To be more specific, the current version of the plugin on my site is 4.9.66.decaf. I recently purchased an EE4 Personal license. Thus the question is how do I know if the version on my site is actually the EE4 Personal version? Since I purchased a license do I now need to update the current plugin I have to get all the features?

The Personal version will not have “decaf” in its name, and the version number will have a “p” in it.

Yes. You can upgrade to the regular version by going to your account page and copying the support license key text. Then you go to your site’s Event Espresso > General Settings page and paste the key into the Support License Key field, then Save.
After you save you’ll see a prompt to upgrade to the regular version of Event Espresso 4.
