I am working in a development area with everything full up to date (EE4 & add-ons). I have tested using Global scope with 1 use only and the code can be successfully reused for another event in a subsequent transaction.
Am I missing something? Is there another way to achieve a fully unique one time only promo code?

The uses field is per cart item, in other words, per event.
So if you create a Global promotion code it applies to ALL event, the uses field means the promotion code can only be used once on all of those events.
To use an event once on a single event you need to assign that promotion code to that specific event, not add a global code.
Unfortunately that’s not what I’m after. My client is running an outdoor summer cinema and wants to issue vouchers with unique codes that offer a discounted ticket to ANY film screening in the season.
So we need to have a strictly one-time only used code that is valid for all events.
