Turn off messages to a recipient

What is the proper way to turn off messages to a certain recipient?
For example, I prefer one of our events’ Registration Approved message to go to only the primary registrant, not all the registrants.
I know one obvious way is to remove the variable [RECIPIENT_EMAIL] from the “To” field on the message edit page. But I’m not sure that’s the right way to approach this.
