That’s the ‘Ticket notice’ email and yes it should be sent to the user so they can print there tickets.
You can not include the tickets within the email itself, but you can include that link within the registration emails if preferred, for example in the Registration Approved message type you can add [TXN_TICKETS_URL] or [TXN_TICKETS_APPROVED_URL] to the message template if you prefer for the link to be included within that email.
