The merchant login ID or password is invalid or the account is inactive.

Everytime I test the page I get a error saying ” The merchant login ID or password is invalid or the account is inactive. (code: 13)”… everytime I try without test I get a separate error message. Please help. Authorize.net says everything is working on their end…
