Here is the full message:
The “EE_Declined_Registration_message_type” message type class can’t be loaded from EE_Declined_Registration_message_type.class.php. Likely there is a typo in the class name or the file name. EE_Message_Type_Collection_Loader – load_message_types_from_folder – 90
This happened after moving from our testing environment to our live environment and we’re not sure what went wrong and how to fix this. Is the file “EE_Declined_Registration_message_type.class.php” supposed to be viewable from the edit function from the plugins menu? I do not see it there.

It sounds like that file didn’t get moved over when you migrated from testing to the live environment.
You probably will not find the EE_Declined_Registration_message_type.class.php file in the edit page on the plugins admin because it’s in a folder that’s several folders deep. Can you FTP in and check there?
The quick way to make sure your live site has all of the files is you reinstall the plugins there.
