Have you set up the paypal IPN? https://eventespresso.com/wiki/how-to-set-up-paypal-ipn/
Also sometimes sandbox and local host don’t play well together, you could try using the sandbox on a live development site to double check it.

Unless you have a way to make your localhost publicly viewable on the internet, the PayPal IPN will not work.
