Currently not, we don’t have a way for specific registrations to be considered tax-exempt within EE.
One way to work around this (although not ideal) would be to add an admin only ticket set not to be taxable, then move the registration to that ticket and trigger the pending payment emails for the user to be able to continue with the purchase.
Setting the ticket to be admin only prevents ‘normal’ users from registering onto it but does mean that you (the admin) would need to move any registrations requiring this onto it manually after they’d registered.
