How do I get sold out events to display in the Upcoming Events Widget?

They should automatically, unless you’re using an older version of Event Espresso 4. May I ask which version you are using?

Using Version 4.9.23.p
Sold out event shows up on page using [ESPRESSO_EVENTS] shortcode, but not the Upcoming Events widget. Widget is set to Display all events.

You’ll need the current version of Event Espresso 4 to get the changes to the Upcoming Events Widget.
