It seems to be getting progressively slower.
What can I do to troubleshoot this problem?

More info –
I am not able to update anything being that the site has become so slow that it times out. On a dev site I have disabled all plugins , same issue. When I deactivate the mentioned core plugin everything is back to its normal speed
Versions –
event espress(core) – 4.9.5.0p
wordpress – 4.8.3
All other even addons are up to date

You can follow these steps to correct this:
In that case I can recommend a different approach to fix this:
1) Deactivate EE, then you install these two plugins:
https://wordpress.org/plugins/debug-bar/
https://wordpress.org/plugins/debug-bar-console/
2) These plugins add a Debug > Console item to your WordPress admin bar. You’ll go to that console screen
3) Then add this line of PHP code to the console:
delete_option( 'ee_transient_schedule' );
then you click on “Run”
4) Reactivate Event Espresso then update to the current version
