In the Messages templates, which is the shortcode for the Primary Contact Email from the general settings in EE4. The default is sending to and/or from the Event Author and I would rather it going to the Primary Contact Email.
Also, here is an overview of active message types and deactivating them:
The default behavior is to send a notification to the event admin/ event author and send a notification to the attendee/registrant.
If you would like to turn off the admin notifications, then login to your WordPress dashboard and locate Event Espresso in the admin menus. Then click on Messages.
This will take you to the Messages overview screen. Look for the registration approved message type:
Then click on Event Admin. Remove the shortcode from the TO field and save changes.
When you return to the Messages Overview screen, you’ll see that Event Admin has changed from a light blue to grey.
Grey means that message type is disabled for that recipient (person receiving email notification).
