Hi I want to be able to send a payment link to someone that requests a workshop event for a specific date time. Is it possible to send someone a payment link to book the ticket for a workshop event that is created after the request without others to be able to book the same event?

Hi there,
You could create an event and set it to privately published, then manually register the user onto the event within the admin. You can trigger the registration pending payment message type when registering the user, or don’t send the registration messages an manually trigger a payment reminder email.
Both would contain the payment link for the registration you just created on the event. As long as the user uses the links within the email they will be able to pay for the registration onto that private event.
Would that work?
Note Privately published events are visible to logged in users but are not visible if the user is not logged in.
