How do I create free or partial scholarship registration page (for each event) for students that have been approved to receive a scholarship without having the option available to any full paying students?

Hi, that was the suggested workaround prior to the promotions system being available. Now that it is available, you could create a discount code and assign it to a specific event through the promotions editor:

Thank you. I already have the promotions add-on, however, I was hoping there would be a way that a promotional code would not have to be used. Anyone can pass around, or make publicly available the promotional codes. Since these scholarships are rare, I was hoping that there would be a way to have the registration page available without the possibility of having someone register that was not approved and then having to go back to them to tell them that they are not an approved scholarship recipient. Hopefully that make sense?

Hi Crystal, if there are only a few scholarship opportunities, then you could manually enter a discount code for the recipient such as their first and last name and a couple numbers.
The promotions system also has the ability to lock down the promotion code. For example, you could set a limit of 2 (e.g. only valid for two uses) and then set an expiration date for it (i.e. will expire after a date regardless of if it was used).
