Hi NikMeadUSA,
There isn’t actually a Roles and Permissions add-on for Event Espresso 4, so that’s why it’s not included with any of the licenses. You can manage user roles and capabilities for Event Espresso tasks with a free plugin like Members by Justin Tadlock or User Role Editor. There’s more information in the documentation:
